I live in the Netherlands, the reason very little people here have guns is not because we once wrote a law saying we can't have them. It's because there wasn't a demand for guns in the first place.

That is entirely not true. In Europe, the vast majority of gun owners are centralized authority and the ruling class. (i.e. Police, Military, Politicians and their guards).
The police and military force, which are part of the government, can not be counted into the ruling class, specially not in democratic countries where every citizen can become a policeman and is in no way dictated by economic or political status.
It would be enforced by the police force and therefore the state, which does not bring us to the direct conclusion that the elite class would be favored.
