In his book "Democracy: The God that failed" the author Hans Hermann Hope does make a point that eventually democracy becomes majoritarianism and also about groups getting into competing trade off - benefits to them at cost of other groups for votes. The larger goals are not important.

Pre-Independence, The state of Baroda & Travancore had monarchs who were benevolent & progres. They built institutions of learning and Sayajirao also gave patronage to Dr Ambedkar. They cared abt well-being & pure conjecture but these states would've been far more developed w/o being part of India
